A young man named Javad falls in love with Batul, whose mother is very ill. To obtain money for her operation, Javad decides to blackmail Ziba, a rich woman who is carrying on an affair with Khalayeq, the chairman of the local council. Khalayeq is ready to pay up, but his wife, Badri, controls his money. Meanwhile, Javad becomes aware of the many problems that the local inhabitants are faced with, and because of his efforts to solve these, he is finally elected to Khalayeq's position. He becomes so involved with his job that he forgets Batul altogether. Noted primarily for the fame of the director.
